The suspect forced the stop, by flashing his headlights and using his vehicle to force the victim to the side of the road.
The suspect had the victim perform field sobriety tests and appeared to have a handheld radio Mead said.
During the stop the suspect handcuffed the victim and searched her vehicle.
The suspect was seen by independent witnesses during the stop.
The suspect is described as a white male, approx 23 to 30 years old, around 6 feet tall, thin build, with dark shaved or short hair. He was last seen wearing a dark blue shirt that said "Under Cover Police" on it in white or yellow letters, cargo shorts, and hiking boots with tube socks.
