Wanda Omdahl with Albany Fire, says rescue crews responded to the scene and one adult and one child were pulled out of the water on the other side of the bridge.

Jessica also has multiple piercings in her ears, nose and lips.

It is affecting the frontal lobe: the seat of memory, reasoning and judgment.
