State to Hold Public Meetings on New Driver License Requirements

DMV will hold seven public hearings cross the state during April.

(SALEM, Ore. ) - Starting July 1, everyone who applies for a new, renewal or replacement Oregon driver license, driver permit or identification card will need to bring documents to prove that they are citizens of the United States or otherwise in the country legally.

The new requirements are a result of Senate Bill 1080, passed by the February legislative session and signed by the governor to tighten issuance requirements for Oregon driver licenses and ID cards.

“It’s important for Oregonians to know that these requirements apply to all individuals, not just people applying for driving privileges or an Oregon ID card for the first time,” DMV Administrator Tom McClellan said.

Oregonians will need to show DMV documents that prove they are U.S. citizens or are in the country legally when they initially apply for a license or ID card, as well as each time they renew their license or ID card, or need to replace a lost or stolen card.

“Even if your license or ID card doesn’t expire for months or years, it’s a good idea to start preparing now,” McClellan said. “Make sure you have your government-issued birth certificate, Social Security card, U.S. passport or any other forms of ID stored safely. And remember, it takes time to obtain some of these documents.”

Oregonians have an opportunity during April to help DMV determine what documents will be required to prove citizenship or show that an individual is in the country legally. The public comment period for the administrative rules under the new law is April 1 through May 2.

“For example, we expect birth certificates to be one of the documents that proves U.S. citizenship, as well as identity,” McClellan said. “But what about citizens who’ve never had a birth certificate? Public input is vital in dealing with questions like that.”

In addition, the new law will require proof of Social Security number, such as a Social Security card or an income tax document. The number will be verified electronically – a step already automated in the DMV’s computer system since Feb. 4 under an executive order by Gov. Kulongoski.

For applicants who do not have a Social Security number, the new law will require proof they are not eligible for one before a driver license or ID card may be issued. “That’s why it’s important to start preparing well before your license or ID card expires,” McClellan said. “If you are a U.S. citizen with no Social Security number or birth certificate, for example, it takes time to obtain these documents.”

You may attend any of seven public hearings that DMV will hold across the state during April. All seven are scheduled to start at 6:00 PM in the following locations:

  1. April 15 – Transportation Building, Room 122, 355 Capitol St. NE, Salem
  2. April 16 – Multnomah Building, Commissioners Boardroom, 501 SE Hawthorne, Portland
  3. April 17 – Lane County Public Service Building, Harris Hall, 125 E Eighth St., Eugene
  4. April 23 – Coos Bay Public Library, Myrtlewood meeting room, 525 Anderson Ave., Coos Bay
  5. April 24 – Jackson County Community Justice, downstairs conference room, 1101 W Main St., Medford
  6. April 29 – Sky View Middle School, 63555 18th St., Bend
  7. April 30 – ODOT Region 5 Headquarters, large conference room, 3012 Island Drive, La Grande

In May, DMV’s proposed rules and a summary of public comments will be provided to the Oregon Transportation Commission, which must approve all administrative rule changes for ODOT. DMV is a division of ODOT. The commission is scheduled to consider the rules at its June 19-20 meeting.

Public input on these proposed rules must be received by May 2.

i wonder why ppl say bad thinks about illegal ppl u know that mexican ppl work more than u.s citizens ..they just get food stampsa an unemployeed check why not work u r ass and get money from your work not the goverment money,that why usa has alot of american ppl on the streets with out work cause they dont work but get the money from others that really needs that money like old ppl an childrens..so before saying something bad about illegal ppl think...they do the dirty jobs u all dont want to do...

I just came across the below article and thought how unfortunate that some event like this (following the law!) could be used politically, especially by an opprotunist like McCain, but then again, I guess all politicans are opprotunists. Simon says that giving driver’s licenses to illegal immigrants is unpopular in California. “Gov. Arnold Schwarzenegger successfully exploited opposition to such driver’s licenses in both of his elections, and McCain would have a shot at winning California by exploiting it also,” Simon says. This would only work however, if Sen. Barack Obama is the Democratic nominee. Obama supports giving driver’s licenses to illegal immigrants. Sen. Hillary Clinton opposes it.

Illegal immigration is not just about drivers licences. "Texas student attacked for her anti-illegal immigration homework." I don’t know why the hell a teacher is assigning “political protest signs” as homework, but that aside, the open-borders mob reaction to one girl’s project is absolutely unacceptable. It was an assignment for history class–to make a protest sign for or against an issue, and Melanie said she chose illegal immigration. Her sign read, “If you love our nation, stop illegal immigration.” Somehow, Melanie said the sign got passed around lunch and angered a group of Latino students. “I didn’t know any of these people,” she said. One young [student], she claimed, jumped on her back and he put her in a choke hold. “We have brick walls in the middle school and he slammed my face on the bricks.” Melanie said a group of boys also threatened to rape and kill her. Eventually, the boys let her go and when she went for help, she was ordered back to class, and told she could not call her parents, she said. “They handled this wrong, you know, they put a child back in danger,” said J.R. Bowers. “It was a very racially motivated crime." Crimes like this happen everyday all across the nation. People don't need to read about it to be informed, more and more people are observing it and this criminal behavior is getting to be known to Americans by word of mouth.

The fact of the matter is there are alot of older people who have already obtained ID's from DMV when the rules for getting one were alot more relaxed, where you could just use a piece of mail to prove who you were. They were never required to show any new proof when renewing until now when this bill goes into effect. Now with the bill it doesn't matter if you already have an oregon driver's license and showed your birth certificate when you were 16 now you have to show it every single time you renew. So what if your house burnt down and you no longer have that birth certificate. Then you would need to get a new one before you could renew. The hearings are to determine situations like that so provisions can be put in the law. And no I have no sob stories as I have all of my documents. But it is those good ol boys who are happy that illegals can't get drivers licenses who get mad when they also have to prove they are citizens

There is a well-documented grapevine out there for a significant percentage of illegals, they will know what they need, or rather, what they do not have. Any American citizen that does not have the needed documentation, then how do they do their day to day activities that require ID, for example banking. I have no doubt that there will be problems for some people, but personal responsibility is needed to operate a vehicle, so getting the documents they need should also fall under that heading. Too many of our tax dollars are being wasted as it is now. Proof of liability insurance with an active policy should also be submitted at the same time.

I agree with others that this is a waste of not only time, buy my tax dollars. I don't work my butt off to support those that illegally enter my country. Follow the rules and there should be no problem. There are other ways to prove your citizenship. The DMV lines are long enough as it is, they should not be responsible for making the determination as to whether someone is or is not illegal. The responsibility is upon the individual to prove that he/she is a citizen.

The hearings are not a waste of time. They are for what the article states which is to find out what situations may arise where a US citizen does not have the documents required to prove they are a citizen. There are thousands of situations and those special ones need to be known, so there can provisions in the law. Oregon does not want to make it where US citizens are not able to prove they are citizens. DMV is already having problems currently with people who are citizens who can not prove it and the rules are about to get tightened which will make it harder not only for illegals but people who were born here as well.

It is not necessary to have the meetings it means more monies spent in waste. They know what they need and if they don't have it "go Home" where you belong. If you are here legally than you have what you need just bring it.

what a waste of time. no hearings, just get it done. it's not a persons right to drive, it's a privilege. and if you're illegal - well too bad, get over it and get the heck out of here.
