Police Take Kids Into Protective Custody, Parents Arrested, Home Posted as a Public Health Hazar

Police took into protective custody an 8-year-old boy, and two 6-year-olds girls from the home

(SALEM) - Officers from Salem Police Department's Drug Activity Response Team, responded to a complaint at 745 21st St. SE.

Upon arrival, officers found that the house was filthy and unsuitable for the children.

Salem Police spokesman Lt. Steve Bellshaw says amphetamine residue and paraphernalia were located inside the home, and were in areas accessible to the children.

The gas to heat the house had been off for several weeks.

The kitchen stove and space heaters were being used to warm the residence Bellshaw said.

The water had been turned off by the city, but was now being stolen.

Items related to identity theft were also located in the home.

Property crimes detectives responded to assist in the investigation.

City of Salem Code Enforcement officers responded and inspected the residence and deemed it as a health hazard/public nuisance.

Arrested were 45-year-old Isotta Mullican. She is charged with three counts of First Degree Criminal Mistreatment, three counts of Endangering the Welfare of a Minor, PCS 2 (amphetamine), and Maintaining.

46-year-old Steven Marxer is charged with three counts of First Degree Criminal Mistreatment, three counts of Endangering the Welfare of a Minor, PCS 2 (amphetamine), Maintaining, and Identity Theft.
