Police Shooting Under Investigation in Clackamas

Witnesses Sought Related to Oregon State Police Trooper-Involved Shooting in Clackamas.

(CLACKAMAS, Ore.) - An Oregon State Police (OSP) trooper was involved in a shooting late Sunday afternoon. Investigators are asking for contact from witnesses who saw an associated vehicle or a man running across Interstate 205 to the area where the shooting occurred in the 14000 block of SE 82nd Drive south of Lawnfield Avenue.

OSP reports that today at approximately 5:45 p.m. a report was forwarded to OSP Northern Command Center dispatch of a reckless driver eastbound on Highway 224 from the Milwaukie area.

"The vehicle, a dark gray Ford Ranger pickup with a metal rear bed rack was seen stopping on the southbound on ramp from Highway 224 toward southbound Interstate 205. The driver fled on foot across Interstate 205 to the east side of the freeway."

Their news release continues, "An OSP trooper driving on SE 82nd Drive saw a man who matched the description walking on the east side of the road. The trooper attempted contact with the man who was in possession of a knife. During the contact the trooper shot the man, injuring him." The man who was shot by the trooper, was transported by AMR ambulance to Oregon Health Sciences University where he is currently being treated. Investigators are seeking any witnesses who saw the Ford Ranger pickup driving on Sunday or saw a man running across Interstate 205 near the 82nd Drive overpass. Anyone with information regarding these events or who witnessed the trooper-involved shooting is asked to call OSP Northern Command Center dispatch at 800-452-7888.

The Oregon license plates displayed on the gray Ford Ranger pickup do not come back registered to that vehicle.

House Bill 3643 addresses Public Construction Contracts awedard prior to August 4, 2009, which will protect 9 general contractors and Oregon University System, Portland State University, Salem Keizer School District and Chemeketa College from the reversal and dispute over the way in which over almost $2 Billion dollars in contracts were awedard. Very few tax payers are knowledgeable of how Public Contracting works and how many tax dollars are grossly overspent on construction projects every year. They are also unaware that although there are about 60 qualified public construction commercial general contractors – and only 9 contractors receive 90% of Oregon’s dollar volume of Public Contracts, handed to them without true competition. Historically these 9 contractors receive about $1.5 Billion dollars per year in Public Construction contracts. Oregon Public Contracting Coalition points out that they require a Gross Maximum Price from a general contractor who has reviewed blue prints on a project which is between 30-60% complete. The General Contractor bloats the price to include as much of the 40-70% of undefined area as possible plus a profit. This “GMP” is often up to 50% higher than a price given had the blue prints been 90-100% complete and Open Bid. This blind bidding has cost Oregon Tax Payers BILLIONS of dollars of which they are forced to pay while driving their economy cars, and watching the amount of natural resources they use just to save a dollar. Oregon has robbed the Tax Payer to pay for the Silver Spoon Fed Short List Construction Company Owners.There is great amounts of evidence that these Silver Spoon Fed Short List Construction Companies are also listed as Board Members, and Donors of the entities of which they receive Public Construction Contracts. (SEE: OHSU – Hoffman Corp., PAM – Hoffman Corp. Hoffman Corp = 12 BOD positions)Tax Payers have been treated like a Money Tree long enough. This harms the Tax Payer and competing companies. ORS279c states clearly that ALL Public Construction Projects MUST be openly bid and the LOW bidder to gain the contract. Short Listing and Sole Contracting is putting the following businesses OUT OF BUSINESS:Robert Gray PartnersTodd ConstructionSkyward ConstructionBrockamp JaegerJoseph Hughes ConstructionLorentz Bruun ConstructionEmerick Those entities which award construction contracts are disqualifying competitors through an unfair and partial “Point System” devised to deceive everyone into thinking that the decisions are fair. Silver Spoon Fed Construction Companies:FortisSkanska USA BuildingHoffmanAndersenJ.E. DunnHoward S. WrightWalshLCG Pence House Bill 3643 ensures that those piggy backed OUS, OSU, PSU, Western, Chemeketa CC, Salem-Keizer SD contracts stick. – A GUARNTEED NAIL IN THE COFFIN FOR “OTHER GENERAL CONTRACTORS”.
