Iraqi Village Recovers From Deadly Car Bomb Attack (VIDEO)

After a car bomb kills 30 people in this village, the U.S. Army and Iraqi Police formulate plans to increase patrols.

(AL DUJAIL, Iraq) - Blown up building in Al Dujayl, Iraq American soldiers enter this town cautiously today. Just days earlier, a VBID- Vehicle Borne Explosive Device, ripped through a supermarket, killing 32 people and injuring as many as 50.

1st Lt. Mike Hammand with the Army's 101st Airborne explained what happened.

"An unknown insurgent comes up and brings the vehicle, either targeting the IP station across the street or the market. Detonates the vehicle right around 18:00, the time when most people have stopped fasting for Ramadan and have gone to the market, or restaurants around the market area to eat dinner, or get food for dinner, and blew the vehicle up."

Limited Access Hampers Efforts to Assess Impact of Earthquake in Kyrgyzstan

The worst-affected areas were located in Chon-Alai and Alai, 220 kilometres from the main city of Osh, which had already been struck by an earthquake in January.

(Osh, Kyrgyzstan) - United Nations humanitarian agencies are dispatching aid and staff to southern Kyrgyzstan, where dozens of people have been killed and hundreds of homes destroyed after an earthquake struck the remote, mountainous region.

it is reported that at least 60 people died when the quake, which measured 6.6 on the Richter scale and was recorded as being about 27 kilometres below the surface, struck close to Nura, a village near the Kyrgyz border with China.

Limited access and communication are making it difficult to assess the full impact of the deadly earthquake that struck this section of southern Kyrgyzstan on Sunday, according to United Nations relief officials.

Falling Gas and Oil Prices Bring Some Relief

Gas prices continue to plummet, with the Oregon average dropping 9 cents this week and the national average losing 15 cents. Both averages are at their lowest level since mid-April.

(PORTLAND, Ore.) - Salem-News.com "If there's a silver lining in all of the bad economic news, it may be that gas and oil prices are declining. The national average for regular unleaded plunges 15 cents this week to $3.48, while Oregon's average drops another 9 cents to $3.49. Both are at their lowest points since mid-April." AAA Oregon Public Affairs Director Marie Dodds says "AAA predicts pump prices will continue to drop with our national average falling to near $3.00 a gallon before Thanksgiving."

Missing Teen From Salem Located

Missing person Jose Aguilar, from our earlier news release, has been located. Jose made his way back to Keizer from the Portland area and called his sister who picked him up. Jose is safe, uninjured and back with his family tonight.

(SALEM, Ore.) - 19-year old Jose Luis Aguilar of Salem is missing; he may be in the Portland area. Salem Police say a young man who was last been seen on Friday morning when he left to go to Chemeketa Community College, has been safely located.

Missing person Jose Aguilar, from our earlier story, has been located. Jose made his way back to Keizer from the Portland area and called his sister who picked him up.

Jose is safe, uninjured and back with his family tonight.

Federal Prosecutors in Oregon Aggressively Pursue Crimes in Indian Country

Federal prosecutors say they are going after a number of serious cases in Oregon's Native American communities.

(PORTLAND, Ore.) - handcuffs Charges have been filed in seven different criminal cases over the past three weeks in the District of Oregon involving crimes on Native American reservations, announced United States Attorney Karin J. Immergut. The charges include first degree murder, second degree murder, felony assault, domestic assault by a habitual offender, assault with a dangerous weapon and theft from a casino.

"These seven cases demonstrate that the United States Attorney's Office for the District of Oregon continues to be committed to actively prosecuting crimes in Indian Country," said U.S. Attorney Immergut.

K-9 Teams Sniff Out Prison Cell Phones

Company is first to train dogs for cell-phone detection.

(FULLERTON, Calif.) - Experts in corrections say cell phones in the hands of prison inmates can lead to disastrous effects. It is reported that convicts with cell phones can coordinate serious crimes in the outside world, traffic drugs, plan escapes and even threaten court witnesses- all while incarcerated. In Baltimore, one witness was reportedly murdered after an inmate using a cell phone ordered the killing.

"Inmates talking on their cells, from their cells, has become a serious problem - we're talking about crime, violence, drugs and gang activity, all being initiated from a cell phone," said Harlen "Lamb" Lambert with All States K-9 Detection, the first US company to train K-9s to sniff out prison cell phones.

Washington State Fugitive Escapee Arrested During Oregon Traffic Stop

Police say the man also possessed meth and a weapon called a Sap which is illegal for a felon to possess.

(PORTLAND, Ore.) - 31-Year old Tye Lain Sibley of Longview, Washington A Longview-area man who was wanted for escape out of Washington State was arrested Sunday night by Oregon State Police during a traffic stop east of Interstate 205 in southeast Portland.

OSP Spokesman Lt. Gregg Hastings says last night at approximately 11:00 PM, OSP Senior Trooper Brandi Zeckman stopped a 1990 Acura four-door displaying Oregon license plates on SE Stark Street at SE 97th Avenue for failure to use safety restraints and other traffic violations.

The car's driver, 31-Year old Tye Lain Sibley of Longview, Washington was arrested after the trooper learned he was listed as a potentially violent fugitive wanted out of Washington for Escape by the Washington State Department of Corrections.

Korean Shipping Company Admits to Illegal Dumping

Fines will be used in part to fund the National Fish and Wildlife Foundation's project to restore Puget Sound.

(SEATTLE) - STX Pan Ocean Co., Ltd., a South Korean shipping company pleaded guilty Friday in U.S. District Court in Tacoma, Wash., to violating the Act to Prevent Pollution from Ships by knowingly failing to maintain an accurate Garbage Record Book.

The inaccuracy was a failure to record a dumping incident during which approximately six 55-gallon drums, 30 plastic lined rice sacks, and approximately 200 garbage bags containing oil contaminated grain were thrown into the ocean during a voyage from Korea to Longview, Washington July 24th.

Two senior officers of the marine motor vessel Pan Voyager, a ship owned and operated by STX, Emilio D. Canillo and Bong Jun Gang pleaded guilty to Misprision of a Felony for failing to notify Coast Guard inspectors of the false document.

Oregon State Fair Manager Disciplined Over Complaints

Investigation confirms confrontations, leads to apology and changed job description.

(SALEM, Ore.) - Salem-News.com Oregon State Fair Manager Dave Koellermeier has been disciplined after an impartial investigation confirmed complaints made by staff and private partners.

The complaints pertained to arguments and other confrontations. After receiving the complaints, the Oregon Parks and Recreation Department placed Koellermeier on paid administrative leave September 2, 2008 and began the investigation.

"I apologize for my past, unprofessional behavior and am committed to creating constructive, positive working relationships," said Koellermeier.
