Head-on Collision Sends Two to Hospital

Fire fighters from Marion County exticated both drivers from their vehicles

(SALEM) - Two people were seriously injured Tuesday morning after their vehicles collided head-on about four miles north of Brooks on Highway 99E. Oregon State Police troopers are investigating alcohol as a possible contributing factor in this crash.

On November 7th, 2006 at about 6:15 AM, a 1989 Ford Aerostar van driven by 34-year old Elizabeth Encarnacion-Lucero, from Woodburn, was southbound on Highway 99E near Topaz Road NE when it sideswiped a northbound 2000 Chevrolet pickup.

The van continued into the northbound lane where it crashed head-on with a 1996 Honda Accord driven by 27-year old Alberto Alvarez, from Salem.

Encarnacion-Lucero and Alvarez were both seriously injured and trapped in their vehicles.

(SALEM) - In response to flooding from recent heavy rains, Oregonians may attempt to control streambank erosion through actions that could require emergency approval under Oregon's removal-fill law.

In general, any new riprap, gravel-bar removal or moving a stream channel will require an emergency authorization from the Oregon Department of State Lands. Approval is not needed to repair existing riprap or dikes, or to reconstruct roads damaged by high water.

Oregon's Removal-Fill Law requires people who will remove or fill 50 cubic yards or more of material in waters of the state to obtain a permit from DSL.

"Waters of the state" include streams, lakes, wetlands and other bodies of water.

Salem Downtown Association Releases DVD (VIDEO)

Introducing a presentation demonstrating the longstanding combination of art and history found in Salem's downtown

(SALEM) - Few American cities have the intimate, historic downtown setting that Oregon’s capitol city has kept for so long. No major rush, safe streets, free parking and a new convention center are just a few of the amenities that this architecturally significant NW city offers, mixed with the natural beauty of the lush Oregon landscape.

The Salem Downtown Association and Salem Electric wanted to let the world know more about the confluence of history and art in Oregon’s capitol city, so they contracted Rebecca Maitland of Western Media and Tim King of Northwind Video Artists to produce a two and a half-minute video/DVD.

An Evening with Lewis Nordan in Oregon November 15th

Nordan’s novel “Wolf Whistle” is based on the murder of Emmett Till, a 14-year-old black boy killed for whistling at a white woman in 1955

(SALEM) - Critically acclaimed author Lewis Nordan will give a free reading Nov. 15 at 7:00 PM in the Hatfield Room of the Mark O. Hatfield Library at Willamette University.

Nordan is emeritus professor of creative writing at the University of Pittsburgh. His publications include almost 100 short stories in various journals and anthologies and seven books of fiction, including two collections of short stories and five novels. He also published a memoir. Olympia Vernon, Willamette’s Hallie Brown Ford Chair of Creative Writing, is sponsoring the event.

Publishers Weekly wrote that “Nordan’s engaging, wise, delightfully wry stories sound a melodious, bittersweet yawp, pulsating with love, grief, rage and a thirst for redemption.”

Power Outage Update

Outages in the Portland General Electric system are down from a peak of about 8,000 earlier in the day

(SALEM) - Outages are widely scattered throughout the east side of the Portland Metro Area, with a few dozen in Salem and Scotts Mill.

Given the forecast of continued heavy rains that will soften the soil around tree roots, more power outages may occur through the night.

OSD Lockdown Ends

Students secured while police search for reported gunmen

(SALEM) - The Oregon School for the Deaf went on alert today, with the report of a gunman on campus.

At about 1:30 PM, a call from an unknown person to 911 was received through a service used for deaf callers.

The caller said that two unidentified males with firearms were on the campus grounds of OSD in Salem.

The school grounds were secured, buildings searched, and nothing was found.

Heavy rain and gusting winds have hit the Salem-area. Valley police and fire agencies are urging you to travel with care.

(SALEM) - The State of Oregon has issued a debris flow warning for Clatsop, Columbia, Tillamook, Western Washington, and Western Yamhill Counties due to expected soil and rainfall conditions.

The warning means that intense rainfall which may initiate debris flows is expected between now and Tuesday at 6:00 AM.

Parents Invited to Internet Safety Workshops This Month

One class this month will be held for spanish speaking parents only.

(SALEM) - The Salem-Keizer School District is holding Internet Safety Workshops this month to help parents protect their children from internet crimes.

Topics will include:

Internet predators - How they prey on children & the tactics they use.

Cyberbullying - what it is and how to address it.

Social Networking Sites – Such as MySpace and Facebook.

Email and Instant Messaging.

Identity theft - the risks and how to prevent it.

Talking to your child about Internet safety.

State Parks Seeking Comments on Plan For Luckiamute State Natural Area

The area covered by the master plan draft includes the 523-acre Luckiamute Landing and nearly 400 acres of neighboring Willamette River Greenway lands purchased by OPRD. The properties lie on both sides of the Polk-Benton county line.

(SALEM) - Public meetings Nov. 15th in Monmouth and Nov. 16th in Salem will provide opportunities to comment on a revised Oregon Parks and Recreation Department master plan draft for managing a state natural area at the confluence of the Luckiamute and Willamette rivers.

The Nov. 15th meeting will be at the Monmouth Library, 168 S. Ecols.

The Nov. 16th Salem session will be at OPRD headquarters in the North Mall Office Building, 725 Summer Street N.E., in room 124. Both meetings will begin at 6:00 PM.
