Local Deputies Extremely Outnumbered During Riot in Jefferson

A bar crowd got out of control after deputies tazed a man who they say resisted arrest.

(JEFFERSON, Ore.) - Marion County Deputies responded to the Plantation Inn on 2nd Street in Jefferson Saturday at 1:30 a.m. over a report of a disorderly subject.

Lt. Sheila Lorance with the Marion County Sheriff's Office, says that when deputies arrived, they made contact with the suspect, 29-year old Ty Ryan Amaral of Salem.

"Amaral refused to comply with deputies and when advised he was under arrest he tried to pull away and was subsequently tazed."

"Even after being tazed Amaral became combative with deputies and had to be tazed a second time before he was taken into custody," Lorance said.

Deputies estimated there were 100 to 150 people inside the bar at the time of this incident and it appeared a number of them knew Amaral.

"They begin to yell at deputies to leave him alone and started closing in on them. Because the crowd continued to escalate and refused to comply with commands, deputies called for backup."

However, people then started hitting and shoving the deputies from behind and because they were extremely outnumbered they called for a "Code 0".

When a "Code 0" is requested it means a deputy or officer is in need of imminent assistance and all law enforcement agencies in the area respond as quickly as possible with as many officers/deputies as they are able to send.

In this case at least 32 officers, deputies and troopers responded from as far away as Silverton, and other agencies including Salem Police, Linn County Sheriff's Office, Mt. Angel Police, Keizer Police, Oregon State Police, Aumsville Police, Stayton Police, Turner Police and additional Marion County deputies.

Lorance says that until backup arrived, Deputies Matt Hagen, Aaron West and Reserve Deputy Kevin Compton along with Plantation Security, were able to move most of the crowd outside of the bar.

"However, they then started pounding on the doors and windows, yelling at the deputies inside and several people started fighting outside."

"As the responding agencies begin to arrive they were able to break up the crowd and two other arrests were made. 34-year old Benedict Butler of Jefferson was arrested for Disorderly Conduct and 28-year old Colin Weddle of Tigard was also arrested for Disorderly Conduct and both were transported to the Marion County Jail."

Lorance says Ty Amaral was arrested for Riot, Criminal Trespass II, Disorderly Conduct and Resisting Arrest and transported to the Marion County Jail.

"The Marion County Sheriff's Office would like to thank the Law Enforcement agencies who assisted and responded so quickly to the deputies request for assistance. Deputy Matt Hagen reported they were extremely outnumbered and said there were several people in the crowd who tried to help by yelling at the others to stop."

Hagen said Plantation Staff did an excellent job trying to help control the crowd and that things could have turned out a lot differently without the help of those agencies and everyone else who helped.

Hello everyone. To the editor that wrote the note on Sarah's...the problem isn't your story, it is the fact that you got your info from the MCSO...so therefore your story will be just as false as their account of what happened that night. Of course they wanted the papers to get a hold of it to get their butts off the hot seat. However, I will say your article is slightly more accurate than the totally false and slanderous article that the Albany Democrate ran. I was there and I will say it was WRONG. Ty was leaving the bar, escorted by two of his good friends who were trying to help him, when police came up behind him and tazed him in the back and then 2 more times after he was down. Of course he was yelling at them! And of course everyone else was yelling at them!! What they had done was absolutely uncalled for and most of us couldn't believe our eyes. He was on his way out. If nothing else, for safety purposes, why not let him walk out of the crowd and then arrest him outside (although I am not sure that getting sick deserves an arrest either if he was getting taken home???). Bottom line is the only people in that bar that were getting aggressive towards anyone was the cops and bouncers. You can clearly see in the video that, besides yelling to the cops about how wrong they were, there was no fights anywhere and no one closing in on them. Yes people wanted to stay inside to make sure that the police weren't going to do anything else horrible once everyone left, after what we had just watched them do. Bottom line is, all of the arrest made that night were rediculous. The other two people that you have in this article were not even involved in what was going on inside. Both of them got arrested on the street as they were trying to go home. One got arrested for yelling about how messed up the cops were and the other for trying to cross the street after being told to go one way by one officer and then another way by a different officer. Apparently he went the wrong way. I wouldn't classify either of those as disorderly conduct. Bottom line is the only reason they called in the Code is because they knew they were in the wrong and had to make it look like there was more going on than there actually was.

Thank you Kevin for defending me... you're absolutely right, I'm not condeming the editor for the story~ it was based off of the available information and quite well written. I know several other people who I'm sure would be willing to post their account of what happened that night. I'll see what I can do....

Editor~ I did not mean at all to call into account your journalistic integrity, and I thank you for your coverage of excessive police force, etc... Also for allowing a comment section for people like me who want to get our story out there. I actually talked to Ty last night, and apparently the videos are posted on someone's facebook page. He said one shows a girl standing on a chair recording the 'action', and an officer (not sure if it was a cop or a security officer) kicking the chair out from under her. She ended up with some injuries because of it I guess... I will do some research and see if I can't find the videos in question to post.

Again, thank you for making it possible to have an open discussion about this issue. Keep up the good work! :)

Editor: Thanks Sarah, I wanted to be sure you knew we don't ignore this type of thing.  I have no problem understanding that people are pretty upset by this and I know that crowds don't frighten law enforcement very often, so I figured there was something there.  I will look for the video, and if you or Kevin see it and can send the code in, please do.  Thank you for the clarification and for understanding that we are always willing to cover stories that need attention.

Kevin, I do not know exactly what a code 3 cover is. My friend is involved with law enforcement and I texted him earlier today telling him about the code 0 in Jefferson and he replied, "At the Plantation Inn? That was just a code 3 cover and 18 officers responded." I assume that a code 0 would be for a robbery with shots fired, or something very serious along those lines. He says it was a code 3 cover, which I once again, assume, means they simply needed backup for they felt they were threatened and outnumbered. Maybe Wiki has more info. Those are all just assumptions. Sorry for my lack of knowledge, my friend is way more involved than I am. If you would like I could get information from him regarding call responses. The article states that it was a code 0 and that 32 officers responded though. Who knows. I guess the call response and number of officers that reported are not the matter at hand though. What a rough night for Ty though, alcohol poisoning, have the cops called on him, then repeatedly get tazed, arrested, and thrown in jail.

Sarah: Thank you for your account. Do you know of any other witnesses who would be interested in writing up accounts of this event? If so, please have them posted here. This is a very important story that I feel deserves much more coverage. Editor: I know that I cannot speak for Sarah, but I believe that she was not attempting to call into question your journalistic integrity - more that you only had the official report to work with, and that the official report is skewed. I want you to know that I greatly appreciate Salem News's coverage of tazer abuse - it is always exceptional and very necessary. A shame that more news groups do not give it any attention.

Hey "Who Knows", I don't know why you're so upset. There's nothing wrong with asking questions about police conduct, particularly when only one perspective of an issue is covered. I am certainly not being critical of the article - it's well-written and I'm sure that the author included all of the information he had. Your comment on why the police were called to the bar is completely irrelevant to what I said. I wish to know why tazers were necessary for a man that "pulled away". That sounds like excessive force - that is why I want clarification. I am not in any way accusing the police of misconduct, but in a situation like this, it is important to understand the issue from both the "official" (police) perspective as well as the perspectives of the witnesses and everyone involved. So, "Who Knows", it would be appreciated if you would actually read my comment and refrain from personal attacks. Mike H.: I do not know what a Code 3 Cover is. Could you please explain?

I was told by a friend who is involved with law enforcement that it was a Code 3 Cover and that 18 officers responded. That one dude is a bull, jeez. Nice article.

Here is a witness account for you... My boyfriend and I are good friends of Ty's and were there with him that night. Yes, he was tazed for pulling away from an officer. Not once, or twice, but several times. At least once after he was already on the ground with his hands behind his back. I will not deny the crowd was out of hand, my boyfriend and I were just a couple of those yelling at the cops. Why wouldn't we?? We sat and watched a good friend get tazed multiple times, even after he was on the ground waiting to be cuffed. The police officers that night were completely out of line in their use of their weapons and authority. After the bar had been cleared, I sat quietly in a booth just to make sure Ty wasn't mistreated further than he already had been. A cop told me to leave, and I told him I would when I saw that Ty was okay. He told me, and I quote, "Get out bitch, or you're next". I'm 5'5 120, big threat.
So... Mr. 'Who Knows', your are the idiot. The Salem news writes a 'fair' story based off of skewed information from the police, who were abusing authority that night. Oh, by the way... his original 'disorderly conduct'??? He puked in the corner of the bar.

Editor: So if I don't happen to have a reporter at this bar in Jefferson when it all goes down, I am in the wrong and using skewed information?  That story is attributed to the MCSO and it isn't opinion or condemning.  We have the comment section for this exact reason, so people like yourself can add to what is here.  We do better than you would make it sound, do you even know?  Do you know that there are cops who think we are bad for covering all of the other taser abuse around the nation?  You want to hear some of the names cops have called me for publishing these stories?  By the way, where's the cell phone video?

He was tazed for trying to pull away from a police officer? Isn't that improper use of a tazer? Can three policemen not restrain an uncooperative suspect? I wonder what the version of events is as told by witnesses. I can't imagine that such a large number of people would react so strongly without good reason.
