Salem-Area Wildlife Re-Habiliatator`s Permit Revoked by ODFW

(BURNS) - The Oregon Fish and Wildlife Commission on Friday took final action on two contested cases involving wildlife.

The first case involved Melanie Smith, a Salem-area wildlife re-habilitator who petitioned the Commission for reinstatement of her rehabilitation permit.

Department staff proposed to revoke her permit because she refused to comply with ODFW`s conditions within her permit on releasing wildlife under her care.

The Commission unanimously upheld the Department`s proposed revocation.

Governor Launches `Oregon After School for Kids`

New program enhances state-local efforts to improve after-school activities.

(PORTLAND) - Addressing a summit on helping school children succeed through better cooperation with communities, Governor Ted Kulongoski announced the launch of `Oregon After School for Kids` or - `OregonASK` - a statewide network that will help provide after-school opportunities for thousands of kids.

`This is a statewide effort,` the Governor said. `Every child, school and community has much to gain from it. The network will build bridges between leaders of schools, communities, businesses and families.`

An Oregon juvenile crime prevention grant funded planning of OregonASK, the Governor said, while actual funding to operate the network came from the Mott Foundation and resources supplied by the Oregon State Child Care Division.

Governor Says Oregon Must Control It`s Own Energy Destiny

(PORTLAND) - Addressing the Northwest Industrial Energy Users Conference Wednesday, Governor Ted Kulongoski declared his goal of making Oregon a national leader in producing and using renewable energy.

To achieve that goal, he has proposed a `renewable portfolio standard`—a term that describes the array of renewable energy resources the state uses to meet its needs.

The Governor has set a goal of meeting 25 percent of Oregon`s needs with renewable energy by 2025.

Man Charged in Wilberger Death Gets New Lawyer

This month marks the second anniversary of Brooke Wilberger`s disappearance from a Corvallis apartment complex.

(PORTLAND AP) - The man accused of murder in the death of Brooke Wilberger has been granted a request for a new lawyer in New Mexico, delaying his extradition to Oregon.

Thirty-nine-year-old Joel Patrick Courtney is facing trial in Albuquerque, New Mexico, on rape and kidnapping charges in the attack on a young woman at knifepoint.

Courtney also has been charged with aggravated murder in Oregon for the death of 19-year-old Brooke Wilberger.

Sex Abuse Investigation Leads to Arrest of Albany Teacher

Ty Walter Topper remains in Linn County jail on $200k bail.

(ALBANY) - A St. Mary`s Catholic School teacher has been arrested by Albany Police on charges of subjecting an 8-year old girl to sexual abuse in his classroom.

28-year old Albany resident Ty Walter Topper, a teacher at St. Mary`s, was arrested Tuesday at 5:20 PM after Albany Police received a report from the Department of Human Services (DHS) regarding the sex abuse allegations.

Bush Weighs Deploying Guard to U.S. Border

(WASHINGTON D.C.) - President Bush, trying to build momentum for an overhaul of the nation's immigration laws, is considering plans to shore up the Mexican border with National Guard troops paid for by the federal government, according to senior administration officials.

One defense official said military leaders believe the number of troops required could range from 3,500 to 10,000, depending on the final plan. Another administration official cautioned that the 10,000 figure was too high.

The officials insisted on anonymity since no decision has been announced.

The president was expected to reveal his plans in an address Monday at 8:00 PM EDT. It will be the first time he has used the Oval Office for a domestic policy speech ” a gesture intended to underscore the importance he places on the divisive immigration issue.

The key questions Friday included how many National Guard troops might be deployed, for how long and at what cost to taxpayers ”
